5000% price increase: is this value capture or patient blackmailing?

An entrepreneur in the US has come under fire for raising the price of a life-saving drug by 5,000% overnight. Martin Shkreli raised the price of the drug daraprim, which treats toxoplasmosis, from $13.50 to $750.
